v0.3.16: 消息推送模版功能恢复 + global-config API

- 写入global_notify_config系统配置(含3个事件的默认模版) - 新增GET/PUT /api/admin/notify/global-config端点 - notification.service导出getGlobalNotifyConfig/getEventTemplates - 模版支持{variable}变量替换: cloud_type/nickname/file_name/file_size/duration等
